DAVID LEYLAND JEFFERY Divisional Managing Director
Following Secondary Education at Cranleigh School, Surrey, David commenced employment in 1970 with Shell Tankers (UK) Ltd., as a Marine Engineer Cadet.
On completion of his apprenticeship, David was retained as Fifth Engineer, rising to the rank of Second Engineer by 1980. During this period, he served in tankers of various types and in a variety of trading patterns including white and black products, LNG carriers and ULCC tankers.
In 1982/83 David attended the City of London Polytechnic to study for the Extra First Class Certificate of Competency (Steam) in which he was successful, and he returned to sea service after that time.
In 1985 David was seconded ashore to Shell International Marine based at Shell Centre in London. He was employed as a Ship Safety Assessor which involved carrying out pre-charter surveys on board gas and chemical ships on a world-wide basis. In 1987 he was seconded to Shell Philippines as a Marine Safety Advisor for a period of six months. On return to the UK later that year, David worked in the technical projects department as the Cryogenic Engineer for the purchase surveys of some large LNG ships.
David was employed by the German marine engine manufacturer, Krupp MaK (London) Ltd., in Kingston-upon-Thames in 1987/88.
In 1988 David was employed by the International Classification Society Bureau Veritas, working out of their Petersfield office. He has carried out surveys of all vessel types, both for the Class and for the Flag States from whom Bureau Veritas had authorisation. He also specialised in the carrying out of surveys for passenger ships, and has been heavily involved over the years with respect to the various sets of amendments to SOLAS as applicable to these ships. More recently, he has been involved with the installation of a prototype inflatable car deck bulkhead. He has also had a short spell in London Head Office, and rose to the position of Senior Surveyor.
David is presently the Divisional Managing Director of Seawise Maritime Services, Marine Surveyors and Consultants, based in London

ADMINISTRATION AND SUPPORT STAFF
The office operates a computer network to maximise administration efficiency and for the rapid production of survey reports. Surveyors carry laptop computers with the ability to generate communications from the scene of casualties and report directly to principals if required.
